Moral statistics was statistics of customs (Sitte), especially of crimes, delinquency, suicide etc., and one of the purposes of the statistics of moral was to analyze objectively the relation between public education and such indecent behaviors. While A.M. Guerry, who discussed regularity in the number of crimes in his speech in Paris in 1830, popularized the name of \"moral statistics\", it was A. Quetelet who refined the method of it as \"social physics\". Quetelet mainly emphasized the regularity in human activities in mass number, so his theory consequently denied free will and affirmed determinism. From this respect, Quetelet doubted the importance of education as a means to prevent crimes, though he maintained needs of moral education in public education. In 1860's, Quetelet's theory was introduced into German, but most of German statisticians rejected its deterministic perspective. In the discussion of free will, A. Oettingen, who was a theologian, regarded regularity in moral statistics as \"social ethics\". He denied both Quetelet's determinism and Kant's idealistic atomism. For him, \"social\" means - in a idealistic theory's word - customs (Sitte). It should influence morality (Sittlichkeit). So to speak, he invented the concept of \"social\" by referring to idealistic theories on \"customs-morality (Sitte-Sittlichkeit)\". In the point of view of \"social\", Oettingen suggested a new theory of moral education. According to him, education should be connected to social, because it was only social that could influence conscience (Gewissen) and moralize people. G. Mayr, who systemized social statistical and became the first president of the society of statistics in German, tried to grasp social by statisticsal method. According to him, free will of every person was not needed to count and he discussed social problems not in the perspective of morality of a person but in that of his social relations. His theory implied that eduction must mean not only to educate a person but also to create good social relations and corrective education was one of the ways of such desirable education.
